Authorized by Congress in 1996 as part of the Illegal Immigration Reform & Immigrant Responsibility Act, 287(g) agreements authorize local enforcement agencies (LEAs) to carry out federal immigration enforcement functions. By its very terms, the 287(g) program contemplates cooperation between two law enforcement agencies, with the LEA changing its law enforcement behavior to support the federal agency in its mission of immigration law enforcement. Using traffic stops data from the Stanford Open Policing Project, preliminary results from Pham and Pham’s research suggest that state trooper agencies operating in jurisdictions with 287(g) agreements (but which are not themselves signatories to the agreements) are changing their policing behavior as a result of the agreements.
